Itcame into  being under the 98 law article 98 passed on Dec 31 ,1991 this  replacing l’ecole normale des instituteurs .

Its  duties are fixed by the general provisions of act 108 passed on Nov 26 ,1990 relating to higher instirtutes  for the formation of school terchers .The adiministrative and financial organisation as well as the educational system of the institute are regulated by the decree number 1871 of Dec  1991 relating to the administrative and financial orgnization  of higher institutes for the formation of school teachers which was amanded by decrees 1325 and 579 passed on  july 25 1995 and March  12 ,2002 respectively the decree chapters emanated from the Ministay of higher education of May 30 2002 regulates the institutes exams and formation system.

The HIFS duties

The task alloted to the unstitute  to prepare Bac certificate holders scientifically and pedagogically for a two –year –period at the end of which the student gets a diploma allowing him to be recruted as a school teacher in primary schools for basic education.
